For most homes around here we would point you at a hardwood such as merbau, spotted gum or blackbutt. They hold up outdoors and they look far better as they age than treated pine does. Composite is worth considering if you want to stop oiling it every couple of years. We will talk through the trade-offs rather than just quoting the cheapest.
It depends on height, size and how close it sits to a boundary. A low deck often does not need one, while an elevated deck or anything with a roof over it usually will. We check where your job sits before we quote so it does not become a problem later.
